In many countries, the candidate with the most votes wins. But citizens of the United States participate in a more complex, two-step process. After individual citizens across the country vote, a group called the electoral college chooses the president. Based on population, each state has a certain number of delegates, or voters, in the electoral college who vote for the president according to how people in their state voted. The candidate who wins the popular vote in the state gets all the state’s delegates.
Winning Florida gave Bush enough electoral college votes to win the presidency, even though Gore received some 500,000 more votes than Bush, winning the popular vote. Bush became the first president in more than a century to reach the White House without carrying the nation’s popular vote. Only John Quincy Adams, Rutherford B. Hayes, and Benjamin Harrison before him did the same. (Unlike these previous presidents, Bush was reelected four years later.)
After leaving the White House in 2009, Bush retired to Texas. Today he and his wife, former First Lady Laura Bush, do outreach through the Bush Institute, part of a center in Dallas that includes his presidential library. The organization works to improve public education, promote democracy, expand global health, and decrease poverty. Bush also started painting as a hobby—his art has even been displayed in museums.

As fighting continued in Afghanistan, Bush expanded the War on Terror to include countries suspected of producing nuclear, chemical, or biological weapons – or “weapons of mass destruction.” He then accused Saddam Hussein’s government in Iraq of having an illegal weapons program. In March 2003 Bush warned Saddam to give up power or face removal by force. When Saddam refused to leave, Bush ordered an attack on Iraq. Within weeks a coalition of mainly U.S. and British forces had overthrown Saddam’s government. Guerrilla attacks continued, however, and coalition forces lost control of many parts of Iraq. Meanwhile, inspectors failed to find evidence of an illegal weapons program. The wars in Iraq and Afghanistan continued for the remainder of Bush’s presidency.
The Bush administration accused al-Qaeda, an Islamic extremist group led by Osama bin Laden, of carrying out the September 11th attacks. Bush launched a military campaign against Afghanistan, whose Taliban government had harbored bin Laden and his followers. The Taliban was forced from power and thousands of al-Qaeda militants, or fighters, were killed or captured. The remaining militants and their leaders were driven into hiding.

Days before the debate, Reagan announced that he would invite four other candidates to the debate; Bush, who had hoped that the one-on-one debate would allow him to emerge as the main alternative to Reagan in the primaries, refused to debate the other candidates. All six candidates took the stage, but Bush refused to speak in the presence of the other candidates. Ultimately, the other four candidates left the stage and the debate continued, but Bush’s refusal to debate anyone other than Reagan badly damaged his campaign in New Hampshire.
Though Reagan had resented many of the Bush campaign’s attacks during the primary campaign, and several conservative leaders had actively opposed Bush’s nomination, Reagan ultimately decided that Bush’s popularity with moderate Republicans made him the best and safest pick.
