I would say you need a pre-existing history with Final Fantasy XIII before you even consider buying XIII-2, whether you liked it or hated it. The story is truly awful, far worse than XIII’s, with interminable cutscenes and two lame protagonists that never feel like leads in the way that Lightning did in XIII, or indeed Cloud and Squall did in the earlier titles. Noel is a walking and talking spiky-haired nothing in big pants, while Serah is so boringly polite that she almost makes a case for why every Final Fantasy hero needs to be a miserable and broken human being (yay RPGs!). While I never enjoyed the story of XIII-2, which piles on new characters without any effort to create emotional investment in them, the tone of the world is really laid back and pleasant, particularly in the first half of the story. Towns, explorable environments and interactive NPCs all return to the series, having been nixed by XIII, and they’re all welcome staples.
It’s a refreshing but convoluted structure. Usually your progress is slowed down by needing to obtain an item or two from another part of the timeline, and it’s hard to catalogue exactly what’s going on in your quest line—it wouldn’t hurt to have a button that prompts a ‘go here next, genius’ message. When you’re progressing at a decent pace, poking through new time periods, fighting giant bosses, exploring big environments and quickly figuring out where to go next, XIII-2 is classic Final Fantasy and deserves to be lauded as such. But then there are big stretches with unskippable battles and dreadful ‘90s-era switch puzzles that expose a developer that’s blatantly out of its depth. XIII-2 is one of the weirdest Final Fantasy sequels—it feels like a team trying to give their audience what they think they want and only half getting it right.
There are some obvious improvements to the pacing, too. Unlike XIII, which holds your hand through the first ten hours as it tediously explains how the battle system and progression work, XIII-2 gives you the ability to start levelling up each of your character’s job roles right away. The combat, which automates your party’s attacks as you tactically change their job roles in battle on the fly, is functionally identical to XIII’s. Instead of a third party member to battle alongside Serah and Noel, players deploy monsters into their party as allies that have their own classes and attacks. You can even team up with the series’ signature giant bird, the Chocobo, as it mauls creatures in the face with its mighty beak. It’s no deeper than a bit of menu management, but it offers lots of flexibility in battle strategies.

In Academia 500 AF, the city is a labyrinth of chaos. As Serah, Mog and Noel make their way through the city they hear Yeul’s disembodied voice warning them not to kill Caius and Etro. After fighting Caius, a wormhole tears open the sky and Caius flies into it as Chaos Bahamut, with Serah, Noel and Mog following close behind on an airship piloted by Sazh. They jump through the wormhole into Valhalla and engage Caius on the beach. Caius transforms into Jet Bahamut and fires an attack upon them and they are sent falling into an abyss of light under Valhalla’s waves of chaos. Lightning saves them by pulling them towards the surface for the final battle. After Noel repeatedly refuses to kill him, Caius stabs himself with Noel’s blade and as his body fades away, Serah believes he had always wanted to return to Valhalla so he could die and end Yeul’s cycle of rebirth.
In the Augusta Tower, 200 years before the events at Academia, Noel and Serah learn Hope had created a Proto fal’Cie to keep Cocoon airborne without its pillar. They meet an artificial duplicate of Alyssa and learn that Hope, Alyssa and other scientists were killed in the tower 187 years ago at 13 AF, and duplicates of them were created to hide the truth. On the tower’s top level they find Yeul who gives them an artefact and implores them to protect time. She reveals Caius is an immortal Guardian and retains memory of all timeline events and says Lightning disappeared because the future had changed and if Serah and Noel solve the paradoxes the past will return to how Serah remembers it. Yeul tells them the Caius from Academia was a deception made by a sentient machine within the tower, then implores they show her a new future.
Back in the Void Beyond, Noel explains the Farseer tribes always had a girl with the same appearance and power who is always called Yeul. In Academia 400 AF, Serah, Noel and Mog witness numerous citizens transform into Cie’th. They are confronted by what appears to be Caius, who threatens to kill them for tampering with the timeline. Caius says they were killed as a result of learning a forbidden history sealed within a tower two hundred years in the past and have now appeared before him alive, a paradox in itself. Serah and Noel find Yeul under attack by Cie’th. Yeul dies and leaves behind an artefact that enables Noel, Serah, and Mog to use a nearby Time Gate. Yeul said Caius wasn’t in the city, leading Serah to wonder if she and Noel met an imposter.

Once again you can juggle these various character roles and permutations through the Paradigm system, which lets you preset six combinations for your party and easily switch between them during a fight with the press of a button. Different permutations come in handy for different situations; a three-Sentinel lineup might be useful when facing foes with an incredibly strong spell or special move, while a Synthesist/Saboteur/Sentinel troika can provide a quick edge at the start of battle. Juggling these different lineups forces you to be active and attentive during battle, and remains a welcome change of pace from the patient, polite turn-based combat of old.
XIII-2’s improvements on its predecessor shouldn’t be understated. The fact that the eternally aggravating Vanille is spoken of more than seen, for instance, makes a huge difference. But overall it’s not as big of an improvement as it could be. The emphasis on extravagantly rendered cut-scenes and pedantic dialogue that describes every plot point in exhausting detail still feels old, especially when compared to recent RPGs like Dark Souls and Skyrim that let players unravel the story at their own pace. And while the superfluous, BioWare-style dialogue trees do represent a change, it’s one that amounts to a pointless diversion.
is more expansive than that of its predecessor, but the goals are as focused. You travel throughout time, fixing paradoxes that pop up throughout the world of Gran Pulse at various times after the fall of Cocoon, in an effort to set the one true timeline right again. You won’t stumble into surprising situations or ever be at a loss of where to go, but this time the game gently nudges you in the right direction instead of forcing you down a straight line.

Her clothes had changed seemingly by magic, the past seemed to have been altered from what she – and the player – remembers from FF13, and questions asked out loud in a voiced thought process were questions I would actually ask. That sadly disappears as the game progresses, with leaps of logic used throughout to justify what can only be described as poor plotting. The story literally performs lurching back flips to connect the dots, and things feel no clearer localized. If something isn’t making sense, remember that a time paradox is probably responsible – as that’s the only explanation you’re going to get.
I left FF13-2’s battle system with only the two niggles above to speak of. Pretty much every aspect is improved over FF13 – but it’s not the best part of the game. That honour belongs to the soundtrack, a wonderful, whimsical mixture of searing strings and touching piano from Masashi Hamauzu as well as contributions from a handful of other composers including some really brave and brilliant use of vocal tracks. I know that metal Chocobo mix is bloody awful, but one or two clangers on a seventy-plus track score is quite acceptable.
Battles in FF13-2 generally look more dynamic, with Noel and Serah sporting some slick-looking battle animations. This is at its best in the impressive-looking opening sequence as Lightning rides atop Odin battling Bahamut. Odin animates beautifully as you control the battle, contextually jumping over balls of fire fired by Bahamut as they hit the ground. The game’s opening is full of presentational flair in its battles, though they also underline a general problem with both FF13 games – you’re not in control of any of it.
